CRC has proposed that, as an exception regime, the operators that would provide services in 795 municipalities (categorized as low performance in fixed internet services) will be exempted from verification of compliance with the quality-of-service indicators (QSI) for fixed and mobile internet.
As a background, the QSIs were defined in 2011, and they were updated to take into account the user satisfaction in 2016. CRC analyzed the relevant markets in 2008, and it defined the fixed internet as a market at the municipal level, without the need for regulation, in 2009. This year, CRC analyzed that market and it found 795 low-performing municipalities in need of “public policies”.
